But you can classify them as essential and make it illegal for them to strike. Kinda of like the air traffic controller union. Takes the bite out of their bark.

U.S. Govt employee unions have almost zero bargaining power and absolutely cannot bargain over wages. So they spend most of their time defending employees (some of whom should never be defended) and bargaining over administrative things like the "impact" of a reorganization.
