I liked Billy over Tommy on that one -- seemed more inventive and had better melodic lines and tone, not just pure speed/flash.

I do believe Tommy keeps better time - though granted you'd probably need a micrometer to measure the difference. Tommy's a human metronome, his whole body just moving around all the time in sync with the beat. Billy is more stationary (excepting his fingers), and his picking speed varies a bit at times.

That's what I prefer about Billy's playing -- he uses tempo variations as part of his expressive tools, where Tommy is generally full-tilt or off, more interested in jamming notes into each measure than making a languid or swift but eloquent statement, just my opinion. And I'm still pissed that Muriel Anderson gave Tommy the beer that I bought her at the MN State Fair.
