There is a new blind student in my area who I became aware of this week. He is from the Marshall Islands. I spoke to a friend and colleague of mine who works in the agency north of me today as she has three Marshallese students. Funny thing. My new student and all three of hers have very similar visual diagnoses of having no eyes or having severely under-developed eyes. We both made note that the Bikini Atoll is a coral reef in the Marshall Islands. And that it doesn't take a whole lot of googling to discover that the radiation levels in that area are still considered unfit for life.

If you look at Bikini Atoll it's roughly 150 miles from any populated area and and over 200 miles from any large populations. There is what I think a underwater test area about 225 miles NE of Bikini. Fish migration or unlawful fishing could be the cause. Areas around Bikini would be illegal to fishing and so a temping place with a lot of fish.
Fishing vessels from Indonesia often get caught fishing the reefs of Australia because their home reefs are near barren due to overfishing. The Marshall Islands probably have or nearly have the same problem so a trip to Bikini could be quite profitable.
EDIT: Vessels caught fishing in protected waters get seized and burned. Fishermen get deported from Australia. Capitan's get large fines and/or jail time then deported. All of them will face long jail sentences if caught in Australian waters again and they are not allowed VISA rights of any kind.
