Ideally al moderating actions ought to be taken after all mods have been consulted. Personally, I think 3 mods could easily manage things, and we could have representative of different political/religious stances (without being too hardcore), so to ensure that actions are not taken on an issue-related basis.
Once we agree on the number of mods, I feel everyone should nominate a few and see who seems to be fittest for the job. If they agree to take it, we're set.
We could even have a little forum "gift" for the mods (e.g. a cd, or a waiver of forum fees) to compensate them for their time.

I have asked three others today to be "knighted". I will see if they accept. Between the four of us, I think someone will be here most of the time.
I figure those three can help me to start while I am building the joint. Once I get it completed, I may add a couple more as we grow.
The three I selected met several criteria important to us.
Fairness Ability to reason and understand issues and conflict Ability to articulate Availability to the forum Credibility with the forumites

In most forums there is an option to have moderators approve new registrations. You can't post to (or even read) the forum until you are aregistered member and you aren't registered until you are approved.
An approval process can be set up by committee or soley by the forum owners and moderators discression. This way there is a doorman into this semi-exclusive club. You let all your friends and familiar celebs in and keep the riff raff standing at the door.
