What do you mean by by “outbox?” Are you talking about mail? Something else? What version of iOS are you using?

In mail, touch "mailboxes" in the upper left corner then touch "outbox" in the list of mailboxes. The outbox should have a number next to the word indicating how many unsent messages it contains. In your case, that's probably 1. Just touch the message header on the left side of your screen and slide it to the left. You'll see it turn red withe the word "delete" on it. You can either touch the word delete or keep sliding to the left. Either gesture should delete the message.
The fact that the message was stuck in your outbox usually means you tried to send it but it didn't go for some reason. One cause for this is that the mail system of the addressee won't accept large attachments. Songs and some images tend to be large and can't be received by some systems. When I have a sisuation like that, I upload the file to a free cloud account (Google Drive, Dropbox, etc.) and send a link to the intended person.
