One tenant usually puts this cart in my door. At least 10 times That’s a stupid spot. It’s an old tenant - either just a rude person or has dementia. It could be both.

I would leave it right there. Work around it for a few days.
EDIT: That cart doesn't have a locator box. Around here many grocery stores have them on their carts. It has a beeper that goes off if the cart leaves the property, so you have to put up with EEEP EEEP EEEP as you walk, and a GPS to locate the cart if it does. In a younger day when I had a apartment two blocks from the store, and no car, I bought a small cart and a backpack. Between the two I could easily transport a weeks worth of groceries.

Looks like dementia to me. Put a sign on your door that says "no carts parked here". He or she might notice and take heed.

He or she might notice and take heed. If the cart shows up again a sign may work. If not figure out who it is and either report them or cable tie the damn thing to their front door handle. No not a wise choice, but a fun one.

There’s lots of those grocery carts in this apartment - at least 30. The residents use the carts for clothes, food, items, etc. A staff takes all the carts to the grocery store.
The "co-op grocery" knows that carts lives in senior Bennett House. There isn’t a lot of carts with technology. It’s an old co-op grocery in Fairfax California

Actually I know who did this cart. She has some dementia and she’s very rude and she’s loud. And she’s not a very nice person. I talked to her a little bit. She screeched and her hostility with her stelly eyes..... I just wave with a gentle hand or maybe a smile. I avert my face also.
Holians - There were a lot of reasons / solutions for the cart.
(Fantasy medical story) THE CART - I am very busy and I’m trying to leave. I wasn’t paying attention with a cart on my doorway. I could be on the floor with blood or a broken bone as well. I could be in a hospital and maybe I should get a lawyer and make some money. (The End)
It’s happened so many times - it makes me awkward. I always know there’s going to be in a not appropriate way.

Thank you for Todd’s thought “no carts parked here…. take heed” I decided to do this little picture. I'll see if there's any post-its or if anybody ripped it or on the wastebasket
