I don't think that the use of "fat" and "small" did very much except to feed someone's already vitriolic bias. it was mildly funny but then again so is flatulence.

Hilary Clinton has been called much worse.
Frankly, the sign is not at all surprising. People will find the oddest things amusing.
Before we get on our feminist haunches and howl, we must remember how we laughed at calling the president a chimpanzee.

For whatever it's worth, legit or not, That KFC sign is at least 9 years old (that's how long ago I first saw it passed around online, and the joke itself dates back to very early in the (other) Clinton's presidency.
The font doesn't look like any that I've ever seen on a fast-food sign, so I'm going to call this one fake until proven otherwise.
