Yes. However toenails are a different matter. I always ask the host or hostess if it is ok before I pull off my socks and file away. It is rarely acceptable in church, at funerals or restaurants. Other than that, there are not set rules.

I usually file my nails in church during the sermon. I keep a file in my gig-bag. And while I'm sitting there up front between musical numbers I usually notice something that needs attention.
I never thought it was an issue. But some people have noticed and commented.
. . . , some people are just so persnickety about the silliest things.

Filing nails in public is a NO NO. Biting nails is OK toe nails included.

Just don't file them over anyone's dinner plate unless you're sure they're finished with whatever's on the plate.

Since Patti moved in I've needed to straighten up my life, and my workbench. So my nails are filed neatly next to my screws. I don't know about you, but my hardware store sells pre-sharpened nails. They're uniformly pointy and sharp, I don't need to file them.
On a serious note, I use acrylics, and they do occasionally need emergency maintenance. I do file them at gigs, as unobtrusively as possible. But not at dinner.

I suppose one refrains from personal grooming in ordinary social situations, but the notion of objecting to a guitarist fixing a nail during a gig strikes me as being right up there with Victorian rules about which direction soup is to be scooped into the spoon.

All seriousness aside, I do touch up a nail now and then in certain boring situations. Not when seated with other people in a social setting but a lecture? Hell yeah. I only do that if there is a nick or rough spot that seems likely to become a tear if caught on something.

Yah, if I have a rough spot, I deal with it, because that's what gets caught and rips.
I normally do my nails while watching sports on TV, and generally my wife is there. I don't clip, I just file them down, which takes a while, ( I have a crystal nail file - if you don't have one, get one, they do a way better job.) Wife doesn't even say eeew anymore, even when I'm sitting there covered in white powder.

I get my nail supplies from Sally's. I use the sanding blocks for the rough spots and the 100/180 boards for shaping . I also have and use sometimes Diamond Deb files. The sanding blocks work well for fine work on hobby projects also.

I'm never so bored that I'd resort to watching sports on TV. Last time I did that was maybe 1969.
If I'm touching up a nail on the fly, I'll use the little diamond "file" on my Swiss Army Knife. But I'd never use any abrasive device to shape or finish a nail. Abrasives, even very fine grit, work by making ever smaller scratches. When the scratches get small enough, it feels smooth but there are still scratches that can become nicks or tears given the right situation.
I use actual nail files from Germany and France. The U.S. Seems to have quit making good nail files. A file is a set of sharp parallel edges that cut through the material leaving it truly smooth.

But I wouldn't hesitate to do it if I were in a guitar playing setting. If I am in view of a lecturer I try not to do stuff to indicate that I am bored.
