I learned today that saying someone is "Minnesota nice" is like a southerner saying "Bless his heart". It's not a compliment. I googled it and according to Urban Dictionary it means "passive aggressive". I don’t have as much experience with Minnesotans but that definitely applies to a great many Iowans. Easterners will more often tell you what they really think. Iowans will smile and say nice things and hide their real feelings a lot of the time.

Bruce, while you're doing your lexicographical research, you might want to include "irony" in your searches. Maybe "nuance" as well. You also might want to consult actual Minnesotans (as distinct from the who-knows-what sources on Urban Dictionary).

You left out the “long Minnesota goodbye” which includes jogging down the driveway waving as long as possible. Pretty hard to be cynical about that plus it’s true! We've got a longtime humor columnist, James Lileks, who is being shifted to more factual duties, and whose last column will appear Monday. The column that will precede the final one was written as the beginning of a Minnesota goodbye, so in effect, it is taking him two publishing days to say farewell.

I’m not sure where this idea comes from that saying “bless his heart” is some kind of a put down. I remember it being said with all sincerity as a compliment to someone who had done something kind. Never heard it said in a snide way.
